Add sphinx-theme-builder as valid Python build backend

See [here](https://sphinx-theme-builder.readthedocs.io/en/latest/filesystem-layout/#how-to-get-this-right) in the documentation, for example, for confirmation that sphinx-theme-builder is a Python build backend.
