dev-cmd/typecheck: Disallow --fix when in taps too

- This could autocorrect files in Homebrew/brew when we should be targetting the tap, because of the weird hierarchy thing (Homebrew#18027 (comment)). Co-authored-by: Bo Anderson <[email protected]>
