c-deps: upgrade krb5 to 1.21.3 upstream

* krb5 was still on the 1.17 release
* the associated dependency was not upgraded since 6 years
* Upgraded the sub module dependency to 1.21 and ran
kerberos stress test to validate functionality on scale
