Voting Bugs and BP not Producing fix

• Fix the random Voting Position messages
• Fix BP not producing bug that happened when the BP came from a non producing position to TOP 21 Active Bps

Windshield Sync Process Revamp

As a health check system, what matters is to check the availability, so we don't play the blocks anymore giving Windshield much more speed to sync blocks providing real time chain info.

It adds the following fixes/features:

• Mobile responsiveness
• Fix top menu moving/shaking, you should be fine with any screen larger than 1088px
• Fix muted alerts
• Add versioning info on the bottom of the ui
• No Data instead of "Over 48 years" in the Last Prd At column
• Fix Last Sync Blocks number on the top menu, it was showing 0 for idle chains
