Deduplicate -webkit-initial-letter data

The data for `initial-letter` contains `-webkit-` prefix data. It seems
like this should not exist alongside an independent feature for
`-webkit-initial-letter`. The `-webkit-` prefix doesn't appear to be a
specified legacy alias, so I think it makes most sense to remove the
standalone prefix feature.
