* QUAGGA_CONFIG update QUAGGA_CONFIG there is no policy (route-map) defined for peer-group IXIA. Due to that it is not able to receive routes In/Out. Made testbed vm and hw folder structure to align with TestSuite folder structure. Updated CI files for robustness and docs.
