Enabled the "forceDelete" option in RemoveUnsedImages() methods in case of future reordering. Added in missing database permission updates from EES-5631, that were preventing manual testing of this fix

This PR merges Dev branch into Master branch for upcoming deploys to Pre-Production and Production
