Highlight which users are blocked in following/followers list

Last year I created issue #744. I have solved it for my personal use, here is my solution in case you want to implement it 😊

1. Instead of making <style> element on every user element, put it into header's css

There doesn't seem to be a translation term for "Blocked". Should I add it to _locales\en?

Yeah, just add it as the last line
