Various updates prior to SLF release #35

Couple of different updates involved:

Bump versions of pypi packages
Switch from built-in server to gunicorn + nginx
Handle DLCS credentials being incorrect, previously this was returning a 500 but now it is 403
Do not attempt to cleanup_scratch if pdf download failed
Update pre-commit, which has touched endings on a lot of files
