Relates to: containers/podman#22422 On fedora-rawhide the latest podman and composefs version causes the `podman build` of the test container to fail. Therefore, the tests are now using the latest stable version of fedora as a workaround. As soon as the related issue is resolved, a switch back to rawhide can be done. This is a temporary fix to get BlueChi with its SELinux policy to work again as it is currently broken. As soon as the policy is refined (#883) this change can be reversed and the policy enforced again.
It also includes a (temporary) workaround for containers/podman#22422 to use the latest stable fedora instead of rawhide (for now).
