What this PR changes/adds
Replaces workflows with a trigger to reusable workflows in eclipse-edc/.github (see reference in eclipse-edc/docs).
Remove issue and pr templates to use the ones placed in eclipse-edc/.github.
Removes all documentation files that have been placed in eclipse-edc/.github.
Why it does that
Clean up, improvements of workflow maintenance

GitHub pages have to be updated accordingly.
