The ecbuild update removes annoying CMake warnings.
The switch from intent(out) to intent(inout) was done while debugging the spurious failures in ecmwf-ifs/loki#230. It turned out not to be related to this but intent(out) is generally considered dangerous for offloaded routines, hence this seems sensible to change for the Loki variant.
