Partial reload of pipeline

This is a PoC PR for allowing a pipeline to only reload the part of the PipelineIR after the QueueVertex if only the filters and/or outputs have changed.
This would allow inputs to keep receiving data (works great with the PQ) while changing only the data transformation and output part.

Several things missing here:

• handling duplicate plugin ids being emitted by the plugin factory
• handling different numbers of workers
• lots of testing
• better isolate code that does partial reload instead of sprinkling it all over the place
• I'm sure a lot of other things, this is a hack.
