Fixed goreleaser

Description

Fixes goreleaser to build and upload statically linked linux amd binaries whenever a new tag is released.

Added a new file in the root of the repo called RELEASE_NOTES.md. The release notes of the new tag should be updated in this file before creating it as the goreleaser uses this file to populate the release notes of the tag in the releases page.
