These changes turn
--revisionand--projectinto positional args, wheremultiple
<project>:<revision>specs. are accepted. When multiple arespecified, it's as if previous usage of
treeherder-dlwere instrumented to becalled multiple times.
Unfortunately, the above means that artifact download streams are still limited
to be per-revision, rather than all being part of a larger download pool. This
will be fixed in follow-up work.
