From #830, I'm adding the first version of the CODEOWNERS file which will help us to get help for accounts we don't have access to.
Using the official CODEOWNERS file isn't match our needs, because it requires a write access to all code owners, you can see the discussion here.
Instead, I chose to use dyladan/component-owners, which combined with a GitHub Action to automatically assign outside code owners.
(I know it is not looks like a maintained project, but look, it is used by open-telemetry)
