When we decide to drop support for Spack 0.21 and older:

Remove Spack version check (follow TODOs in bin/spack-install-helper-40-concretize-install)
Remove bin/spack-modify-makefile-push-buildcache (not needed anymore)


          Use autopush feature in Spack 0.22+
