[BREAKING]: Target .NET 4.6.2 and Updated Exceptionless.NET to 6.0. This shouldn't affect any users unless they are targeting .NET 4.5.2.
Fix Serilog.MinimumLevel not working and use restrictedToMinimumLevel by @nivalxer in #17
