For reference, my goasl with this PR was to modernise the build.fsx.
I was quite happy with how fable-library portion turn out as I could mutualise a lot of code. However, when dealing with tests and watch mode it became quite complex I found. And was kind of feeling lost. As if it was not the right direction to go with.
