Summary:

This PR removes @available guard for lower iOS versions as current minimum deployment version is iOS 15

Changelog:

[IOS] [CHANGED] - remove @available guard for lower iOS versions

Test Plan:

RNTester builds and works as expected

@krozniata sadly, we can't land this soon. Internally we have some apps that have not moved to version 15.1 and are targeting to do it next half. This change needs to wait, unfortunately. 😞
