SecretCodes: FR version

Description of the changes

• translation of the game "Secret Codes" to French
• added a distributePlayers button on the lobby page, so that the spy master can distribute the players randomly between the teams. This also helped me perform tests on my computer with "fake" players simulated by private browser tabs.
• also added a resetTeams button, that empty both teams
• minor HTML fixup: the <strong> tag in spymaster_give_clue was not rendered properly
• minor Fench translations fixups in web/public/static/locales/fr/
