Features

Adding option to backfill collection-level spatial and temporal extents as items are ingested into the collection.

Increased static collection lambda timeout to 15 seconds to prevent function timeout.
Exposing lambda timeout and SQS visibility timeout in cli.

Fixed bug where long collection names caused deployment errors (serverless framework expects lambda func names to be less than 64 characters).
Fixed bug where SNS subscriptions were deployed before the appropriate SNS topic.
Fixed bug where items were prematurely sent to the collection-specific DLQ.
