ci: refine CI/CD pipeline and release process

- Update the GitHub Actions workflow to use golangci-lint-action version 5
- Remove project_name specification from the .goreleaser.yaml file
- Simplify the builds section by removing comments and keeping the skip option in .goreleaser.yaml
- Change the changelog configuration to use the GitHub changelog generation in .goreleaser.yaml
- Update the titles of changelog groups to use double quotes in .goreleaser.yaml
- Add new changelog groups for Refactor, Build process updates, and Documentation updates in .goreleaser.yaml
- Remove filters section that excludes certain commits from the changelog in .goreleaser.yaml
