Description

This pull request contains the changes that we've been discussing throughout several threads.

Here are the major points this PR covers:

Pinning Configuration Display: The Pinning configuration screen is now set to display when a user intends to create a transaction. This gives casual users an opportunity to get acquainted with Tabula before going through the configuration process.

Transaction Alert: An alert has been added that will display for all transactions. This alert will trigger if the user acknowledges the risks associated with not using a pinning service and opts to configure it later.
