Sentencepiece re-release

Releases a new version of Sentencepiece with major refactorings:

• Builds with Bazel
• Re-uses existing open source libraries whenever possible
• Refactors internal dependencies
• New sets of features for configuring tokenizers
• Separation from Tensorflow
