This moves the localized UI strings to a public spreadsheet, and adds a script to import the sheet's data into Fontra.
Whenever changes to the spreadhseet need to be imported into Fontra, we need to run the
scripts/rebuild_languages.pyscript. It would be nice to have GHA workflow that runs the import script and produces a PR.This also fixes #1446
