### Eligibilty
Employees of state, local, or Tribal governments, academic institutions, or non-profit organizations are eligible to join the team via the <a href="https://oes.gsa.gov/assets/files/ipa-toolkit-oes.pdf">Intergovernmental Personnel Act (IPA) Mobility Program</a>. Through the IPA, fellows join OES on loan from their home institutions on either a reimbursable or non-reimbursable basis. OES fellows have come from a variety of universities, non-profits, and federal agencies. Full-time fellowships begin in Fall 2025.

Current federal employees can join the team on a temporary, reimbursable detail assignment via an Interagency Agreement (IAA), with negotiable start dates and lengths of assignments (minimum of six months). We’ve had federal employees join the team as detailees from agencies including Treasury, HUD, USDA, DOL, and ED, and have hosted Presidential Management Fellows for rotations as well.
