I made new set of wallpapers,

We need a bit more information vs "free to use". Haiku could technically fit into commercial use since we sometimes sell physical media at cost.

At minimum, these limitations need documented.

Did you create all of them however? Otherwise this has no meaning copyright wise. It's also less about someone claiming copyright, and more about Haiku's usage fitting into "acceptable use of that copyright".

This package has the potential of shipping bundled with Haiku R1, so we have to ensure the licenses are crystal clear.

Also, we can't accept the one with the big "Discount Tire" branding (though a neat image)

Also, this should document the license for the wallpapers. See the existing licenses as an example.

"are free to use" isn't a license.
