Policy microservice developed using spring boot microservice

Starting the Application
------------------------
Download as maven project into your IDE(pref eclipse).
Configure maven build and set goal as mvn clean install.
Upon successful building, run PolicyApplication.java as a java application.
Verify if the service is up using http://localhost:8080/ms/policy/details/456456456
