Small design improvements to the veHNT delegation chart that make it more readable/understandable

Made lines respect shown Y axis scale
Made IOT/MOBILE delegation lines exist on the same scale instead of different scales
Made % line dashed and grey to differentiate
Added colors to tooltip for clarity
Added % to number in tooltip for clarity
