I think this is fine for now but add a backlog task on 'value', this is intended to be unique when you mix type and value together for a single payor. The data type for class.value becomes Identifier in R5. So if HCF only ever has a single Bronze then that works, if HCF would have more than one Bronze then this value should be adjusted.
