backend_readme initial commit
So turns out the dockerfile does not build properly and run on apple silicon as it is designed for an ubuntu debian instance, will need to consult the HOT tech team on specific hardware requirements
backend_README.md now contains service descriptions and exposed ports, infographics completed but not sure if correct, subjected to change

Not sure why this would be an issue, there's no change to the backend code other than the readme? |

backend doc ready, please review. Ps. I cannot seem to actually get the docker to run on either Arch or Mac, i.e. limited testings were done, but I glued together the ramp model and weights pulling and folder creation actions into one copyable line.
