What this PR does / why we need it:
Block level details can be search using "block by transaction_Id" and "block by block_hash" API's and List of Committers and Endorsers of each channel.
User can search blocks details with "block by transaction_Id" and "block by block_hash" and it will display more channel level details of all the committers and endorsers which are part of current channel.
