What this PR does / why we need it:
This feature implements block level details can be search by using "block by Txn Id" and "Block Hash" options in dashboard and List of Committers and Endorsers will show in channels tab for respective channels. User can search for the blocks details with "block by txn Id" and "block hash" and it will display more channel level details of all the committers and endorsers which are part of the current channel.
