Bump OpenSSH to v9.5.0.0p1-beta and fix its installation on nanoserver

This PR bumps OpenSSH to v9.5.0.0p1-beta and fixes its installation on nanoserver by removing the "CREATOR OWNER" from C:\ProgramData\ssh ACLs.
