1. Refactor ExtendTCI to calculate the cumulative measurement properly 2. Refactor some helpers for better readability 3. Skip bad locality test for targets that don't have locality control
Restore the ExtendTCI test removed in chipsalliance#251. Since TagTCI was removed, this tests needed to be refactored a bit.
