This PR bumps the Nuked-OPL3 code to current commit nukeykt/Nuked-OPL3@730f8c2.
The current code includes a bugfix in updating channel algorithm when 4-op flags are changed
Closes #4711
CHANGELOG is updated including some items of works of @nanshiki.
