PC-98: Add force JIS keyboard option #4832

The keyboard layout of PC-98 resembles JIS (aka JP106) keyboards, with a slight difference.
This PR adds an option to change the PC-98 layout to JIS keyboards so that users can seemlessly input keys.

The relvant keys are
Shift+@ ~ -> `
Shift + ^ ` -> ~
JP Ro key no character -> \ (Backslash or Yen)
