fix: allow use of comm package (#3533)

Hello, FYI this change ended up causing us to get this Sphinx error when using
jupyter-sphinx

It's because we no longer seem to be installing
ipykernel
via transitive dependencies, specifically via ipywidgets. The docs project is intentionally simple, and this is where we use Jupyter: https://github.com/Qiskit/qiskit_sphinx_theme/blob/main/docs/sphinx_guide/jupyter.rstOur requirements.txt:

We're able to work around this by explicitly adding
ipykernel
to our requirements.txt, but I wanted to flag this as an FYI that this change may have had unexpected fallout.P.S. Thanks for your work on open source! I appreciate you working on this project 🎉
