Added tests for operator/pkg/controller/context

Description:
This PR introduces tests for operator/pkg/controller/context/context.go.

Additions:
operator/pkg/controller/context/context_test.go:

1. TestIsControllerEnabled: This test checks various scenarios for the IsControllerEnabled function.
2. TestInitializersControllerNames: This test checks that the ControllerNames function of the Initializers type returns all known controller names correctly.
