fix docs actions workflow

Changed:

• Merged @cmp0xff PR Fix pipeline #2 however, some are changes are not merged into master. We merged the branch manually into this new branch.
• Pytest cov didn't post results as comments in the PR. We make sure it works (see the comment below fix docs actions workflow #6 (comment) )
• Docs actions failed due to python version: python version specification in yaml should be quoted.
