I think this should be added as if the webcam in this didn't successfully captured the stream we should break out of the loop and quit. Also I commented out the
blurred = cv2.GaussianBlur(hsv, value,0)because we don't need that here. Also at the end there should be code for releasing the captured windows, so the code at lines 65-67 are for this purpose.
