In addition to default, build
test_progwithRELEASE=1flags, adding-O2optimization. Currently it will only work forllvmdue to fairly old version ofgccavailable on ourubuntu-20.04runners. Once we upgrade runners to the latest Ubuntu LTS release, we should be able to enable these builds forgccas well.
