ep_previewimages: Upload a picture from wikicommons

This plugins is inspired by ep_embedded_hyperlinks2 (https://github.com/seballot/ep_embedded_hyperlinks2) and ep_image_upload (https://github.com/citizenos/ep_image_upload). Therefore it shares parts of the code basis with these two plugins.
