The rest of the code somewhat consistently uses filter_cutoff for the non-rescue cutoff, but this parameter is actually the rescue cutoff.
use high_scores.size() instead.

I’m working my way through
align_PEin order to understand how pairs are scored (so that I can work on #321). I came up with these refactorings/cleanups along the way.
