Update to current preferred config directory
The README docs mention the older `~/.cluster-api` configuration directory for accessing the clusterctl.yaml file. This should now point to `$XDG_CONFIG_HOME/cluster-api` instead. Signed-off-by: Sean McGinnis <[email protected]>
