✨ feat: use specified go version for docker build #2337

What this PR does / why we need it:

This PR uses the specified GO_VERSION from the makefile to build the docker image. Currently the hardcoded patch release .0 is used, but I think using the specified version from the Makefile and not an old version that is missing some patches is a good idea.

Hi @simonostendorf. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

I really like the idea. I'll wait for #2346 to merge and then we can rebase. We'll want to update the go version in the Makefile too.

Could you please do a git rebase instead of pull/merge? Now we have some unnecessary merge commits in this PR

Sorry I used the github interactive function, I will do a rebase and will remove the merge commits locally.
