Manual cherry-pick of #2161

What this PR does / why we need it:

This bumps golang.org/x/net to v0.13.0 to address vulnerability GO-2023-1988.

We're not affected (according govulncheck) but after some time trivy may report the vulnerability so we bump better now and prior to get to that point.
