This PR updates our policy for Butler versioning and documents how to set registry permissions for the PP service accounts.

The call was already updated.
This occasionally needs to be done when we migrate to a newer Butler
schema. Security is a matter of restricting access to the owner's
account.
This formalizes our de-facto convention of having the unit test and
integration test repos bracket the range of Butler versions we support.

It also *inverts* previous guidance on /repo/embargo; we should be
checking in advance that we are compatible instead of letting
Middleware make an upgrade and then playing "catch-up".
