Description

This PR updates the repository to utilize Node v18. As an extension to this it also contains the upgrades to utilize Yarn v4.

The reasons for these updates are twofold.

  1. Updating to make sure we're keeping our platform modern and in line with security updates, Node 16 has reached EOL and this is a stepping stone to migrating further
  2. To improve our internal versioning. We were facing limitations and versioning breaks due to the workspace functionality available in Yarn v1 and Lerna. By upgrading to Yarn v4 we are able to utilize the version set by each package without having to deal with a specific version. This should ultimately change nothing for anyone who installs the packages through node etc, but with a submodule setup it will definitely adjust things.

Because of these changes we are making a major version bump to 4.0.0-beta across all workflows.

Ada 2.0

Node.js v18.17.0 comes with the latest version of the URL parser, Ada. This update brings significant performance improvements
to URL parsing, including enhancements to the url.domainToASCII and url.domainToUnicode functions in node:url.

Ada 2.0 has been integrated into the Node.js codebase, ensuring that all parts of the application can benefit from the
improved performance. Additionally, Ada 2.0 features a significant performance boost over its predecessor, Ada 1.0.4,
while also eliminating the need for the ICU requirement for URL hostname parsing.
